Debra Fraser

A true trailblazer, Debra is a highly skilled and successful IT entrepreneur. After 15 years in corporate sales, marketing, finance, and management, Deb moved to becoming co-founder and CEO of one of the first 3D Augmented Reality visualization solutions. Deb understands the power and benefit of being innovative and responsive within the information technology realm, and the impact of integrating a revolutionary technology within a large-scale, ever-evolving industry.

Deb says “I was extremely excited at the opportunity to be involved with ELi. This particular industry presents fascinating and exciting possibilities, and more importantly it has the capability of saving thousands of lives through improved mobile location accuracy. David Campbell

With an background in IT and the telecom industry David brings extensive experience in consulting, management, sales, and marketing. 

Currently working in the automotive sector and commercial real estate David specializes in acquisitions, renovations, and leasing opportunities.  This diverse experience has helped David develop adaptive and strong skills in management, sales techniques, negotiation, decision making and project planning.


George Longo (Chair of Board)

George is President & CEO of his family office and GARA Holdings Inc. and was previously President, CEO, and founder of Excess Underwriting, a division of Gallaghers Canada. Before acquiring Excess Underwriting in 2016, George owned and operated a retail insurance brokerage and was also a broker at Lloyd's of London.

A seasoned insurance executive, with extensive experience in all aspects of the insurance industry, George has a strong understanding of the insurance marketplace in Canada, the UK, and abroad, including a focus on new business development strategies to support the constantly evolving landscape.

An entrepreneur his entire business career, George has served on numerous boards and is an early-stage investor and advisor to several young companies. George was a graduate of Western University and also previously on the board of the Ontario regulator for insurance brokers.


Peter Woodford (Chair)

An experienced President with a demonstrated history of working in the telecommunications industry. Peter is skilled in negotiation, business planning, customer service, coaching, and sales.

Peter has been immersed in the emergency number industry for over 15 years, sitting on committees at EENA (European Emergency Number Association) and an active member of NENA (North American Emergency Number Association).

Peter’s continually engaged in discussions with regulators and emergency call system operators across North America and Europe.


Rick Galway

For the last 57 years Rick has been heavily involved in public safety, including serving with Etobicoke and Toronto Fire Services for 28 years. Rick was the second person in Canada to be awarded the Emergency Number Professional (ENP) status. He served 5 years on the NENA Institute Board, was chair of the Bylaws Committee, and has been a member of NENA’s Hall of Fame since 2007. In Telecommunications, Rick acted as national chair of the emergency services working group for the CRTC for 2 terms and was project manager for Etobicoke’s 800 MHz trunked radio, telephone, and CAD systems. From the Governor General of Canada, Rick was awarded both federal and provincial exemplary service medals and in 2012 was awarded HRH Queen Elizabeth’s Diamond Jubilee medal for outstanding citizenship.

Rick brings an exceptional amount of insight and understanding to ELi’s Board. No one understands better than Rick the value accurate location provides to each and every emergency call. ELi is proud and honored to have Rick on our team and advisory board.


Allan R MacDougall

Allan served with the Royal Canadian Mounted Police (RCMP) for 7 years prior to joining the Canadian Security Intelligence Service (CSIS) where he spent almost 3 decades living and working in Asia, the Middle East, Africa, and Europe. During his CSIS career Allan held the following positions: Chief of Counterterrorism, Director of Middle East and Africa Operations, and Director General of Global Operations. As part of his global remit, he managed the Service’s worldwide liaison and operational collection programs, and directed foreign counter terrorism operations in Afghanistan, the Middle East and Africa.

Allan’s last position with CSIS was with the Canadian Embassy in Washington, DC, where he was responsible for Canada’s analytic and operational engagements with its US counterparts. Allan brings an exceptionally unique and powerful perspective to ELi, with an incredible insight into the world of intelligence and security.


Paul Parisi, BSc

Paul Parisi is President and Board member of ELi Technology, in addition to heading up the ELi investor strategy and leading the global sales team.

Before ELi, Paul led Silicon Valley Bank’s Canadian business as Head of Canada where he provided leadership and strategic oversight for Silicon Valley Bank’s activities across Canada, including business development, operations, and corporate governance.
Paul has over 20 years of financial services and technology sector experience. Previously President of PayPal Canada, Paul was responsible for the risk, regulatory, operations, sales, and go-to-market functions. He was also Vice President and General Manager of global commercial payments at American Express Canada, where he developed and drove business strategy for corporate payments and small business services, and held key leadership positions in Canada, the US, and the UK.
